CRIME & RESTORING PUBLIC SAFETY

The single highest priority of local government is to ensure the safety of the people in its jurisdiction. To ensure that, we must:

1. Return to "Broken Windows" policing, so that offenders know that disregard for the law will not be tolerated. Strict enforcement not only prevents neighborhoods from falling into chaotic shoplifting, unsightly graffiti, and turnstile jumping, but - most importantly - allows NYPD to check for warrants of dangerous offenders and bail jumpers.

2. Arrest and detain chronic shoplifters with a "three-strikes" policy so that persistent offenders get a minimum 30 days in a minimum security facility.  

3. Budget additional resources for supportive housing, giving highest priority to the mentally ill and substance dependent veterans who are most at risk for committing violent crimes and suicide.  

4. Abandon the costly plan to build borough-based jails and, instead, use the savings to turn Rikers Island into a safe, humane, state-of-the-art correctional facility with enhanced psychiatric, medical, and educational facilities, services, and expertise.

5. Repeal the erroneous bail "reform" law to give New York State judges discretionary authority so that they can remand suspects with a history of violence or missing court dates. 

6. Impose MANDATORY registration under the New York State Vehicle and Traffic Law at the point of sale of e-bikes and mopeds if they are capable of going over 10 mph. Strictly enforce cycling laws, particularly the ban on bicycles on sidewalks and Vespas and mopeds riding in bike lanes. They belong in traffic lanes.  Confiscate and destroy suspect e-bikes, Vespas, and mopeds if they are determined to have violated the law after a hearing.
